2019 American Council of Engineering Companies (ACEC) Engineering Honor Award

FOX Engineering Associates, Inc. and the city of North Liberty are recipients of the Iowa 2019 American Council of Engineering Companies (ACEC) Engineering Honor Award (2nd Place) for Engineering Excellence in the Water and Wastewater Category for the Phase II Improvements Project at the North Liberty Wastewater Treatment Plant (WWTP).

Raw Influent Pumping and Fine Screens

Designed by FOX Engineering in 2008, North Liberty’s Membrane Bioreactor (MBR) WWTP was the first of its kind in Iowa. The city continued to grow at such a rapid pace that it was determined the city could best be served by expanding the existing wastewater plant.

The most recent project, Phase II, accommodates a population of approximately 28,000 and includes the addition of a fourth MBR train, incorporates biological nutrient removal (nitrogen and phosphorous), and adds a biosolids dewatering system and dewatered biosolids storage facility which increase operational flexibility and reduce the cost of hauling solids. FOX Engineering worked closely with plant staff to determine the most beneficial, operator-friendly, and cost-effective system.

Membrane Trains and Permeate Pumps

The $15.6 million Phase II plant expansion was completed in 2018. Plant staff have been diligently optimizing the nutrient removal and biosolids dewatering processes over the past several months to make the treatment process as efficient as possible and obtain the highest biosolids solids content possible. They have been pleased with performance results of the new facilities, which continue to produce exceptionally high-quality water. Phase II improvements have also saved the city approximately $50,000 in biosolids hauling costs during the first year of operation of their new biosolids dewatering facility.
